Position Summary

The Project Engineer leads the engineering, design, permitting, and construction oversight for fiber and fixed broadband infrastructure projects. This role ensures full compliance with National Telecommunications and Information Administration (NTIA) BEAD, USAC and other Federal and Local requirements, Wyoming Broadband Office guidelines, technical performance standards, and project timelines. The position requires close collaboration with contractors, vendors and internal teams to deliver reliable, high-speed broadband service within mandated deadlines.

Major Duties and Responsibilities

  1. Prepare and certify detailed network designs, diagrams, cost estimates, build-out schedules, and milestones that meet or exceed BEAD performance requirements (minimum 100/20 Mbps to residential locations and 1 Gbps to Community Anchor Institutions).
  2. Coordinate with staff on technical accuracy, and ability to complete deployment within project timelines.
  3. Oversee engineering and permitting activities, including construction drawings, environmental (NEPA) and historical (NHPA) compliance, make-ready work, pole attachments, and final inspections.
  4. Manage day-to-day technical aspects of project execution, including contractor coordination, quality control, progress monitoring, issue resolution, and adherence to approved budgets and schedules.
  5. Maintain comprehensive project documentation to support grant reimbursement requests, audits, and reporting to the Wyoming Broadband Office, USAC and FCC.
  6. Provide technical expertise during procurement, risk management, supply chain coordination, and project closeout processes.
  7. Support workforce development efforts by contributing to training plans and ensuring team members maintain required skills for BEAD-compliant deployments.
  8. Communicate effectively with internal teams, contractors, regulators, and stakeholders to ensure smooth project advancement and excellent service delivery.

Qualifications

  • Strong technical knowledge of broadband network design, fiber optics, and construction practices.
  • Demonstrated experience with federal grant programs, particularly BEAD or similar infrastructure funding.
  • Excellent project management, analytical, and problem-solving skills.
  • Ability to interpret and apply complex regulatory requirements.
  • Strong written and verbal communication skills with all levels of stakeholders.
  • Detail-oriented with a methodical approach to documentation and compliance.

Education/Experience

  • Bachelor’s degree in Engineering (Civil, Electrical, Mechanical, or related field) or equivalent combination of education and experience.
  • Minimum of five (5) years of progressive experience in broadband, telecommunications, or large-scale infrastructure project engineering.
  • Professional Engineer (PE) license
  • Experience with GIS, AutoCAD, project management software, and broadband design tools is highly desirable.
  • Proven track record managing projects of similar scope and complexity to Wyoming BEAD initiatives.
